ESA Needs Your Help Repealing Onerous Accounting Mandate

We are calling on all of our members and other security professionals to contact their U.S. House representatives and urge him or her to support H.R. 5141, the Small Business Paperwork Mandate Elimination Act.

The bill would repeal Section 9006 of the health care bill which requires data collection and information filing on virtually all business-to-business transactions of $600 or more.

This onerous requirement will add mountains of paperwork for small businesses and start ups, and may make it harder for them to conduct vital day-to-day business functions. In a time of great economic turmoil, small businesses do not need any additional hardship placed on them by the federal government.

US Chamber of Commerce Sends Letter to Hill

ESA has been working closing with the US Chamber of Commerce in its effort to repeal Section 9006. This week a letter, in which ESA was listed as a supporting member, was sent by the US Chamber to Congressional members urging their support in repealing the section.  Read the Letter.

We need the voice of every small and large electronic security dealer, manufacturer, central station owner and their vendors to support ESA’s effort in repealing this mandate.

ESA-Supported Carbon Monoxide Bill Passes House

H.R. 1796 provides new regulation for CO detectors

On Wednesday, July 28, the U.S. House of Representatives passed H.R. 1796, the Residential Carbon Monoxide Poisoning Prevention Act, a measure supported by the Electronic Security Association (ESA).  Working in coordination with other groups in the industry such as the Security Industry Association (SIA), the National Electronic Manufacturers Association (NEMA) and the National Association of State Fire Marshals (NASFM), we were successful in shepherding the bill through every major hurdle in the House.

The bill directs the federal Consumer Product Safety Commission to publish a regulation “safety standard” (ANSI/UL 2034-2005) that not only takes effect within 180 days after it is published, but makes it “unlawful for any manufacturer or distributor to import into or distribute” any carbon monoxide detector unless it complies with the standard including a labeling requirement.

Section 5 of the bill authorizes state grants by the Consumer Product Safety Commission. Eligibility for the grants requires a state regulation or law requiring installation in accordance with NFPA 720 of approved carbon monoxide alarms in all commercial-residential dwelling units and all new dwelling unit construction. The grant funds may be used to train fire code enforcement officials on the installation of approved devices, training materials, instructors and educating the public.

The bill is now in the Senate where the Senate Commerce Committee is holding hearings on S. 1216, the Senate counterpart to H.R. 1796. ESA will continue to network with other organizations in the security industry to seek passage of this bill and get it signed into law.

      Vector Security Pledges Corporate Support for Project Home Again

      Campaign to help increase public awareness of missing children

      Vector Security announced that it has made a corporate pledge to support Project Home Again. Project Home is a national effort undertaken jointly by the National Center for Missing and Exploited Children (NCMEC) and the Mechanical Service Contractors of America (MSCA).

      The program seeks to return missing and kidnapped children to their parents through the use of a public awareness campaign. The campaign involves the displaying of posters, depicting the likeness and personal information of missing and kidnapped children, on service vehicles used by participating companies.

      Vector Security’s involvement will include a fleet of nearly 200 service vans and uniformed guard and patrol vehicles, which travel through the Mid Atlantic states, Florida and California. According to Ms. Sally Cox, Vector Security’s Director of Purchasing and Fleet Manager, the idea came about after hearing about the program from television coverage in the Philadelphia, PA market. “Vector Security has supported the National Center for Missing & Exploited Children through several programs connected with our National Accounts Division. Our new participation in Project Home Again will help drive our commitment to the NCMEC throughout our branch office service network.”

      John A. Murphy, Vector Security’s President and CEO, stresses that his company’s support of Project Home again ties directly into Vector’s core corporate values. “We’re in the business of protecting the things our customers cherish the most and that certainly begins with children. Given our continuing dedication to the National Center for Missing and Exploited Children, this opportunity allows us to root this valuable organization further within our large and expanding branch office network. If we can help only one child make it back home, or bring his or her plight directly to the attention of the general public, it will all be worth it.”
