More than Ever, We Need Your Voice in Washington

Make a decision today to join us at this year’s ESA Day on Capitol Hill, April 27 – 28 in Washington, D.C.

This is an extremely important event and we need your help to represent ESA on Capitol Hill. Registration ends April 9 so make sure you register early to ensure a place at this year’s event.

Face-to-face meetings with elected officials are a major part of our government relations efforts to garner support from our legislative representatives on issues that are critical to our industry and public safety. Issues such as ESA’s federal background check legislation, legislative approaches to the Department of Energy’s and the Environmental Protection Agency’s recent regulatory changes, opposition to the Employee Free Choice Act and support for ESA’s balanced approach for life safety.

All appointments with elected representatives will be made in advance by our Director of Government Relations, John Chwat and his staff. Before the appointments, attendees will be given specific instructions and briefed on what to address with their legislators and how to make their presentation effective. John will also obtain security clearances for all attendees and will put together a packet of information on the issues.

Congressional speakers, networking and social events will round out the two-day visit to Congress. Plan to attend this important event and support our 2010 legislative agenda.

ESA Leadership Summit: Embracing the Future

Members Lobby for a Day on Capitol Hill

More than 65 NBFAA members, including association board members and state leaders from across the United States, joined the government relations team during the two-day event. Along with a full day of congressional visits, participants enjoyed a dinner cruise sponsored by GE Security, a breakfast briefing sponsored by Altronix, lunch sponsored by Security America Risk Retention Group, and a reception sponsored by Honeywell. GE Security also provided a hospitality and de-briefing room where participants could gather at the end of the day to talk about their experiences.

One of the highlights of the two-day event was the presentation of the NBFAA 2009 Legislator of the Year award to Rep. Michael Arcuri, (D-NY). Rep. Arcuri is the sponsor of H.R. 1680, the Long-Term Care Life Safety Act of 2009, which authorizes the Secretary of Health and Human Services to make grants to promote professional retrofit installation of fire alarm detection systems and other fire detection and prevention technologies in nursing homes, assisted-living residences and other appropriate facilities. This presentation took place at the NBFAA luncheon on April 29.
Participants asked congressional leaders to support the Long-Term Care Life Safety Act of 2009. Other important issues discussed with legislators during the two-day event were:

• Support of H.R. 1939, the Electronic Life Safety and Security Systems Federal Background Check Act co-sponsored by Rep. Blaine Luetkemeyer (R-MO) which directs the Attorney General to permit the electronic life safety, security and systems profession to access the FBI database and to provide employers with relevant criminal history record information; and

• Opposition to H.R. 1409, the Employee Free Choice Act of 2009, sponsored by Rep. George Miller (D-CA) which would remove American workers’ right to a private election and replace it with the “card check” process making workers’ votes public to the employer, union organizers and co-workers. The passage of this bill would give organized labor an unfair advantage in union organizing at the expense of both employees and employers. Under this “card check” process, workers’ votes are made public to the employer, union organizers and co-workers.

As a result of these efforts, NBFAA’s government relations priorities are now beginning to move through the legislative process as bills. Some of the immediate positive outcomes resulting from Day on Capitol Hill are:

• NBFAA is working closely with Chairman Bobby Scott (D-VA) of the House Crime Subcommittee to accumulate information needed by the chairman and staff to hold a hearing and to move H.R. 1939 through the committee. The sponsor of the bill, Rep. Blaine Luetkemeyer (R-MO), has begun to work closely with the NBFAA lobbyist on securing co-sponsors and interacting with the ranking Republican member, Rep. Louie Goehmert (R-TX).

• NBFAA is working closely with ranking member, Nathan Deal (R-GA), and members of the House Health Subcommittee to accumulate information needed by their staffs to hold a hearing and to move H.R. 1680 through the committee. The sponsor of the bill, Rep. Michael Arcuri (D-NY), has begun to work closely with the NBFAA lobbyist on securing cosponsors and interacting with committee staff.

• Co-sponsors, which are necessary for bill support, have already begun to be added as a result of these meetings. Within the last week, Reps. Erik Paulson (R-MN), Brian Bilbray (R-CA), Heath Schuler (D-NC), Jo Ann Emerson (R-MO), Bob Goodlatte (R-VA), and Roy Blunt (R-MO) have been added as cosponsors to NBFAA- supported bills.

• There are more than 10 Senate offices actively considering House bills H.R. 1939 and H.R. 1680. State chapters are following up with the Senate offices through letters and meetings.

• Based on feedback received during Day on Capitol Hill, Jade West, coordinator for the Coalition for the Democratic Workplace, is revising the Employee Free Choice Act position paper.

• Because of suppliers who attended Day on Capitol Hill, we are broadening our network to include GE, Honeywell and Tyco/ADT lobbying contacts and government relations professionals in Washington, D.C.

• NBFAA has developed a priority list to make the 2010 Day on Capitol Hill even more widely attended and effective.

Today is the Last Day to Register for Day on Capitol Hill

The end is near…the deadline to register for NBFAA’s 2009 Day on Capitol Hill is Today, April 17. Register Today!

We need your help to oppose bills and initiatives in Congress such as:

• The “Employee Free Choice Act,” which would allow employees to unionize a business through public ‘card checks’ as opposed to secret-ballot elections.
• Expansion of the unreasonable and crippling paperwork requirement in federal prevailing wage construction contracts on installation and service work.
• Prevailing wage for unions that is now impacting, on state or municipal levels, commercial contracts over $100,000 – the president recently signed an executive order requiring federal officials to use union labor and wage scales for construction projects.
• Expansion of the Occupational Safety and Hazard Administration (OSHA).
• Increases on taxes for small businesses.

You can also make an impact on these industry initiatives while you’re there:

• A federal grant program for the installation of life safety alarms in thousands of assisted living and long-term care facilities not regulated by the federal government.

Three Main Legislative Issues for 2009 Day on Capitol Hill

On the morning of April 29, we will all assemble for breakfast and a briefing. My staff and I will give you specific instructions on what to address with your legislators and how to make your presentation effective. While there may be legislation added to this list between now and then, below are the three major issues that we will address during our meetings:

Federal Background Check Legislation: This bill directs the attorney general to establish a system of background checks for employers and employees of the electronic life safety, security and systems industry. We will ask representatives and senators to co-sponsor our bill once it is introduced, and we will also ask for a hearing.

Local Government Video Surveillance Protection Act: If a bill has not already been introduced by the time you’re in Washington, D.C. for Day on Capitol Hill, we will ask members of Congress to introduce federal legislation for funding from the U.S. Department of Justice, State and Local Law Enforcement Assistance Grant Program to fund the purchase, by local governments, of video surveillance equipment and to contract professional installation at prescribed locations. The funds would be allocated on a priority basis to the following sites within each county and city receiving the funds, final allocation to be determined by the recipients: schools, courts, city-owned property relating to water, utilities and other infrastructure, business districts and garages and parking facilities.

Long-Term Care Life Safety Act: We will ask members to co-sponsor and pass Rep. Michael Arcuri’s bill establishing a grant program within the U.S. Department of Health and Human Services to promote the professional retrofit installation of fire alarm detection systems and other fire detection and prevention technologies in nursing homes, hospice facilities and other appropriate facilities such as assisted living and residential care. The bill would authorize $40 million a year for each of the fiscal years 2009-2013.

NBFAA Membership Survey: Government Relations

The NBFAA provides for its members a high profile, pro-active government relations program that monitors, reports and represents the interests of the membership before the U.S Congress, national coalitions, U.S. government agencies, the electronic security and life-safety industry and in all 50 state legislatures around the country. The Director of Government Relations reaches out to state chapters on legislation and regulations and there is an active Government Relations Committee working on behalf of the membership.

To develop priorities in the Government Relations area for 2009 and 2010, the membership is urged to respond to the survey below which will assist NBFAA in meeting the needs of its members.

Each year we spend a Day on Capitol Hill visiting with our legislators and you are invited to join us! This year, space is limited for the hotel group rate so it’s first come, first served!

NBFAA’s 3rd annual Day on Capitol Hill will take place April 28-29, 2009 in Washington D.C. Attendees can expect two days of meetings on the hill with their elected officials discussing pending legislation and issues important to the alarm industry. In addition to the legislative sit downs, attendees will be treated to special lunches, an evening dinner and a tour.
