NBFAA NewsNBFAA Set for Day on Capitol Hill Members of Congress have been invited to meet with us during a reception and dinner which will be held Tuesday night, May 1, at the Capitol. We will need to provide a guest list ahead of time so please register before the deadline of April 6. NBFAA’s 2007 Legislative and Policy Objectives include pushing for legislation to provide government funding for the professional installation of fire alarms in colleges, universities, nursing homes, assisted living facilities and hospices. We will continue to push the belief that “Fire Detection + Fire Suppression = Fire Safety.” We are also advocating for a federal tax deduction for professionally installed security devices in commercial and residential buildings. Swoope has been in this position since November, 1999, and has worked in the apprenticeship arena for the federal government in various roles since 1990. Before that he served as the Ohio State Director from 1984 to 1990. Prior to that, he was an Apprenticeship and Training Representative in Toledo, Ohio, for seven years.
He has served as an Apprenticeship Instructor and has served as the Director of the Akron Urban League’s Apprenticeship Outreach Program called the Labor Education Advancement Program. Swoope worked with the association during our effort to obtain approval of NBFAA’s National Guidelines for Apprenticeship Standards for the occupation of Protective Signal Installer (Fire/Life Safety & Electronic Security Installer).
We will also be honoring three industry professionals for their dedication and service to the association during their terms on the executive committee.
Counte Cooley is finishing his second two-year term as vice president on the Executive Committee. He has also served as a member on the NBFAA Strategic Planning Committee and is a past president of the Georgia Life Safety and Systems Association (formerly the Georgia Burglar & Fire Alarm Association.)
David Koenig’s two-year term as vice president on the Executive Committee has also come to an end. In addition to his service on the Executive Committee, Koenig also served as an NBFAA board member from Wisconsin (1991-1993 and 2002-2005) and was recognized by the NBFAA in 1993 as Professional Alarm Technician of the Year.
Michael Miller is wrapping up his term as treasurer on the Executive Committee, a position he has held for seven years. He also serves as chairman of the Investment Committee and is the past chair of both the NBFAA Public Relations Committee and the False Alarm Committee. Miller served the Washington Burglar & Fire Alarm Association as president for four years and then as past president for another four. He was the 2005 recipient of the Sara E. Jackson Award Memorial Award.
The air was electric as central station operators at HSM Electronic Protection Services worked tirelessly to help police apprehend three would-be thieves that had broken into a customer’s store. Their persistence and dedication to their customer was what earned HSM the 2007 First Line of Defense Award.

The event took place on Sept. 8, 2006 at a Sports Authority store in Houston, when three suspects entered the premises after hours through an old refrigeration vent and tried to make off with merchandise.
“The events played out as though they were scenes from an action-adventure heist movie,” said Steve Walker, director of operations for HSM.
The first burglar alarm, an interior motion alarm, was received at the HSM central station around 10:36 that evening. Within seconds, HSM dispatcher Toni Brask, the first to receive the signal, contacted the location. Upon receiving no answer she contacted the Houston police and then made several unsuccessful attempts to contact a store employee.
“In the meantime we’re continuing to receive additional signals from the store and we’re relaying that information to the Houston police,” Walker said.
However, the Houston police had already been dispatched and, due to the lack of visible evidence of a break-in, the alarm was determined false. Brask, however, requested the dispatcher send officers back to the location because she was still receiving alarms from inside the building, she believed it was likely someone was tripping the alarm.
At this time Store Manager Bill Boarer called into the HSM central station in response to a message Brask had left for him earlier and said he would meet police at the store.
After Boarer had arrived at the site, several police units with well over a dozen officers were at the location with a helicopter circling overhead. Three suspects were quickly apprehended and all of the stolen merchandise was recovered.
“It was the operator’s attention to the signals that were coming in that lead to these arrests,” Walker said. “They weren’t random, it wasn’t like one zone had gone off, there were multiple signals in a clearly defined pattern that suggested to her that someone was walking around in that building.”
Established in 1999, the First Line of Defense Award recognizes the tangible values and rewards security and fire alarm systems bring to communities and the nation. It honors teamwork among security installing companies, central stations and emergency authorities in protecting lives and property. For winning the award, HSM received a free trip to Las Vegas for select staff and their customer along with a full spread article in SDM Magazine. NBFAA chapter leaders and members will be treated to a Chapter Workshop at the 2007 NBFAA Spring Conference in Las Vegas, where they will gain insight into association leadership, the development of an apprenticeship program and media relations.
Mike Horgan, president of Horgan Sales & Service in Wisc, will be on hand to present Association Leadership 101 to members.
Consultant Art Webster will share an overview of the NBFAA National Guidelines for Apprenticeship Standards for the Occupation of Protective Signal Installer (Fire/Life Safety & Electronic Security Installer) and the steps for chartered chapter associations to implement the program in their states.
And David Margulies, owner of The Margulies Communications Group, will give attendees tips and advice on how to handle the media.
The Chief Technology Officer (CTO) of Cisco’s Emerging Markets Technology Group, Guido Jouret, will deliver the keynote address at the 9th Annual Industry Summit at the ISC West Expo on Wednesday, March 28, at 8:30 a.m. at the Sands Expo Center, Room 501 in Las Vegas. The free event is presented by the California Alarm Association (CAA) and sponsored by the NBFAA, ISC West and the Security Industry Association, and is open to all ISC West attendees. Jouret’s presentation will include a discussion of convergence – the adoption and integration of Internet-based technologies with physical security products – and its impact on the security industry as a whole. He will also discuss the relevance and importance of strategic business partners as emerging technology drives industry momentum toward Internet protocol (IP)-networked business processes.
AS CTO of Cisco’s Emerging Markets Technology Group (EMTG), Jouret is responsible for developing technologies in new markets that will spur the company’s future business growth. Jouret evaluates new products and market opportunities and ensures architectural synergy between Cisco’s emerging technologies and its established core products. Prior to his role as CTO, Jouret was the global head of the Innovation Team for Cisco’s Internet Business Solutions Group.
ISC West Attendees are invited to attend the keynote with general seating opening at 8:00 a.m. The keynote concludes at 9:30 a.m. with ISC West opening at 10:00 a.m.
The Western Burglar & Fire Alarm Association Unilateral Apprenticeship and Training Committee (WBFAA UATC) is seeking instructor candidates who are interested in being certified to teach WBFAA UATC apprentice courses at physical class location or as part of the upcoming distance learning program.
The WBFAA UATC will be holding a four day Apprentice Instructor Training class in Pacheco, Calif., April 14-15 and April 28-29. Candidates must be residents of California to attend.
The WBFAA UATC is looking for potential candidates particularly in the San Francisco/Oakland, Northern California, San Diego, Los Angeles and central California areas.

Honeywell announced recently it has selected Montville, N.J.-based, integrator A.C. Daughtry Inc as a Honeywell Authorized Dealer for commercial security systems. A.C. Daughtry develops seamless, integrated security systems that blend security products with Internet protocol (IP)-network connections for commercial and industrial customers.
Founded in 1983, A.C. Daughtry has extensive experience integrating commercial and industrial burglary, access, closed circuit television (CCTV) and fire systems for local and regional customers such as Jet Aviation holdings USA Inc, St. Clare’s Hospital and Ricoh Corp. the company also assists builders and custom home contractors through its custom home division.
Micro Key Software, a provider of software solutions to the security alarm industry, held its 14th annual users conference January 30 – February 2 at the Sheraton Studio City Hotel in Orlando, Fla. More than one hundred Millennium Series users, prospects and media worked collectively to discuss and evaluate what is most important for running their businesses effectively and how Micro Key can assist.
Educational seminars and round-table sessions covered central station new features, Micro Key’s access control interface, train-the-trainer operator training, Underwriters Laboratories issues and answers, new technology presented by BOSCH/DSC and new enhancement requests from users.
A key feature of every Micro Key Users Conference is the Thursday Night on the Town, and this year did not disappoint. Everyone enjoyed themselves dancing and dining at Universal City Walk. Attendees were so excited about the first two days’ session that they found themselves talking about how worthwhile the conference had been so far.

New York City Mayor Michael Bloomberg signed a new law March 14 requiring all “cabarets and public dance halls” to install video surveillance cameras at all entrances and exits.
The measure, Proposed Int. No. 442-A, states no one shall operate a cabaret or public dance hall unless all entrances and exits used by patrons are equipped with digital video surveillance cameras.
The law defines video surveillance systems as video surveillance cameras that are digital in nature and installed in sufficient number, type, placement and location to view and record all activity in front of and within 15 feet of either side of each entrance or exit. They must be sufficiently light sensitive and provide sufficient image resolution to produce easily discernible images recorded at all times.
All cameras must record at a minimum speed of fifteen frames per second and be capable of being viewed through the use of appropriate technology such as a computer screen or a closed circuit television monitor. The system must also be capable of transferring the recorded images to a portable form of media. The law restricts the use of cameras that also capture audio.

Recently, I’ve observed a number of transitional themes occurring among both traditional alarm dealers and system integrators. As we move deeper into 2007, more and more people are trying to focus hard on growing the top line, acquiring new customers, and trying new ways to differentiate themselves from competitors. VoIP Strives to Co-Exist with Alarm Systems

When end users began shutting off their traditional phone service and replacing it with voice over Internet protocol (VoIP) service, it didn’t take long before some people started having problems with their alarm systems, which typically are designed to share the customer’s phone line. Four years or so later, VoIP and alarm industries have had mixed results in finding solutions to these problems.

NBFAA Seeks Repeal of Federal Withholding Mandate
The NBFAA today called for enactment of legislation which would repeal Section 511 of the Tax Increase Prevention and Reconciliation Act of 2005, a Federal withholding mandate set to become effective in 2011. Repeal of this withholding tax provision is a legislative priority for NBFAA.
