Alarm History 101: Professionalism and Public Service

Editor’s Note: The Alarm Industry has an illustrious and interesting history going back more than 100 years. Many do not know the history of the industry that they have chosen as a profession. Because of this we have decided to include a brief look in Member Update at some of the events that have shaped the alarm industry into what it has become today. Alarm History 101 provides information on the path the industry has taken and of the ideas that have impacted it. If you have questions about our industry’s history you would like answered send an e-mail to communications@alarm.org.

Two for the '80s - John Mabry of Honeywell Protective Services (left) and Bob Bonifas of Alarm Detection Systems of Illinois played central roles in leading NBFAA in the 1980s - as consecutive presidents (1984-1986 and 1986-1988, respectively) and as chairmen of key committees.

At the start of the 1990s, NBFAA had more than 2,300 member companies. Such numbers were all the more impressive when compared with the handful that gathered in Chicago at the association’s first convention in 1948. After three and a half decades of slow, steady growth, the association was at last emerging as a significant industry force.

“Our objective as an association,” said John Mabry, NBFAA president from 1984 to 1986, “is to support and increase the market share of professional installation and maintenance of alarm systems. Although not considered public servants, we do serve the public through protection of those things most dear to each individual.”

The alarm industry now had an association able to keep pace with its remarkable growth and change. What began as a prehistoric cry for help in the wilderness, then Gideon’s trumpets and squawking geese on the hills of Rome had become a vast network of sensors and communications systems – and the cry for help was new a detailed message stating both the nature and location of the emergency, received within seconds of the emergency at hand.

The future held even greater capabilities: the ultimate burglar sensor, which could identify humans so positively that false alarms would diminish to a small fraction of their present rate. All this and more were inevitable as long as the industry associations remained strong and competition remained vigorous.

Palm Beach County Reduces False Dispatches

Palm Beach is the first county in Florida to show an impressive reduction in false dispatches following a new statewide law governing burglar alarm response. The law calls for Florida dispatchers to use Enhanced Call Verification (ECV), the practice of calling two phone numbers before dispatching police to an alarm.

When implemented on July 1, 2006, Florida became one of the first states in the country to require such a practice. As a result, Palm Beach County Sheriff’s Department reduced its dispatches from 12,712 between October and December 2005 to 8,802 during the same time frame in 2006.

“We made some additional changes to our alarm policy, but I’d estimate that 80 percent of our dispatch reduction is attributed to ECV,” said Deputy Charlie Mosher. “The change has allowed our officers to spend more time in trouble spots and become more proactive on their patrols.”

Alachua County implemented numerous other dispatch reduction methods suggested by the alarm industry in 2006. Combined with the new ECV policy, the county’s dispatch rate was down nearly 80 percent by the start of 2007.

“Palm Beach County and the entire state of Florida is now a role model for the rest of the U.S.,” said Stan martin, executive director for the Security Industry Alarm Coalition (SIAC). “ECV may not have worked ten years ago, but the proliferation of cell phones has made it a ‘must-do’ for law enforcement agencies across the country.”
