Members Cautioned Regarding VoIP Customer Communications

You own a security company and you want your customers to understand the risks of Voice over Internet Protocol (VoIP) technology. After all, the VoIP technology that allows your customers to make telephone calls via the broadband Internet instead of using a traditional landline telephone does carry risks.

There have been many problems associated with the use of VoIP. The problems reported include: difficulty of certain alarm transmission formats to pass through the VoIP network, issues with wiring and the electrical connection of the RJ-31X jack, and backup power issues. Additional problems are the inconveniences that occur when “out of service” periods are needed for device and network updates leaving a number of people not only without their phone, but also without their security alarm.

So you send a note to your customers, only to get a nasty letter from the lawyers at the VoIP company. Why? Because the language you used went a little too far or was a little too blunt. Being a member of the NBFAA can be a real benefit in this situation. Because the association has studied the issue, there is information online about VoIP, including a position paper and a sample customer letter. Using the sample letter as a guideline will help keep your customer correspondence out of hot water.

VoIP is most likely here to stay in some form. Industry predictions claim there will be two million VoIP customers by the end of 2005, and eight million by the end of 2008.

So it is important that you talk to your customers about the potential risks. You can inform your existing monitored subscribers about the issues, test the compatibility of the alarm and phone system, meet with your local cable provider, and carefully monitor the new technology. But before you send that letter to your customer, check out the sample from NBFAA at www.alarm.org. Go to the Information Center and look under Government Affairs.

ADT'S New Anti-theft Alarm Tools Provide Chain-wide Data Integration

ADT Security Services Inc., a part of Tyco Fire & Security, recently introduced two new anti-theft alarm data tools designed for retailers with multiple locations. Sensormatic® SmartEAS® Ultra•Scanner Deactivator and Known-Loss Logging software provide retailers with quicker and more efficient alarm data collection and integration, helping reduce cost and theft chain-wide.

ADT's new handheld Ultra•Scanner Deactivator features wireless alarm management capabilities that make the capture of alarm data more efficient. The Ultra•Scanner Deactivator also provides anti-theft tag detection, deactivation and scanning in one unit and can be used anywhere in the store including at the exits. Store employees can approach customers and efficiently log anti-theft alarm data, which can be used to analyze store and chain-wide alarm patterns and trends.

Bosch Updates G Series Control Panels with New Safeguards

Bosch Security Systems, a full-line manufacturer of high-quality security systems and components, has upgraded its G Series Control Panels with a set of new features that increase personal safety for specialized applications such as banks and other high security facilities. The new features include a two-person disarm, providing greater security with two people required to disarm the system, and early ambush, requiring redundant confirmation that a facility is safe by entering an access code at first entry and again after an inspection.

The G Series Panels include three models – D7212GV2, D7412GV2 and D9412GV2 – to meet the needs of applications of varying sizes. The updated panels are scaleable, easier to use and give the user greater control and flexibility. Users may now modify the access status for as many as eight areas of a facility from one keypad with a single command, eliminating the need to key multiple commands to access each area.

Additional new features include the “Easy Exit” feature, which allows users to change the arming state of the system without first disarming. This means users may change system status from perimeter arming to complete protection with just one command. The access control token now allows the user to easily arm, disarm, or bypass points simply by presenting their token.

The G Series panels are available from Bosch Certified Security Dealers, located throughout the United States .

For more information on the G Series Control Panel solutions, please visit www.boschsecurity.us or call 800-289-0096.

President Bush Signs Junk Fax Prevention Act of 2005

President George W. Bush signed S. 714, the “Junk Fax Prevention Act of 2005,” into law on July 9, 2005 amending the Telephone Consumer Protection Act (TCPA) of 1992. This law allows an organization to send unsolicited commercial faxes to their members and clients if the organization has an “established business relationship” (EBR) with the recipient.

The Junk Fax Act will have an impact on NBFAA members for the following reason:

Originally, the TCPA restricted individuals, businesses and organizations from faxing unsolicited advertisements, but now allows for two exceptions: (1) if the fax recipient previously gave consent to receive a fax and (2) the EBR exception.

In June 2005, the Federal Communications Commission (FCC) announced it would stop recognizing an EBR exception to its do-not-fax rules after January 9, 2006. However, until the FCC sorts out the rules of the old and new law, the EBR is sufficient enough.

Though the requirements for the EBR exception are not set in stone by the FCC, here is what you need to know: The EBR must be legitimate and established by voluntary two-way communication between the sender and the recipient. Recipients also obtain the right to end an EBR at any time by asking the sender to stop sending faxes.

Additionally, the act requires that all unsolicited commercial faxes include an opt-out provision on the first page of the fax. This provides a cost-free, 24-hour way the recipient can use to request removal from the fax distribution list. It also requires that fax numbers be obtained either directly from the recipient or from a public source to which the recipient gave the number for publication (i.e., a Web site, advertisement or directory); and "grandfathers" in fax numbers in the possession of the sender at the time of enactment.

So remember to include an opt-out provision on any faxes you send to current and prospective customers. For NBFAA Chartered State Associations the same rules apply to current and prospective members.
